Xi'an Children's Welfare Institute is a special Social welfare unit for children who have no income, laboring ability or legal guardians which located in Xin Jia Miao, Wei Yang district of Xi'an City. It was founded in 1985, and the building area of the institute is about 13,000㎡. The majority of staff is a team with knowledge of medical care, recovery and special education. There’re more than 600 orphans and disabled children in the institute now. In the following years after the establishment of the institute, the local government, as well as all circles and various levels of society have been constantly paying close attention to the institute, so the institute has got a great progress.

The institute has been putting the idea of "not to be aunt for children, but mother " into the process of “upbringing, education, treatment and recovery”. The good facilities could improve children’s living condition , however love can cure hurt that is hided in children's deep hearts just as good medicine. In order to let the children finally return to family and society , the institute uses the principle of "Emotion, Ability and Intelligence" to educate children according to the base of “upbringing, treatment , education and health”. At last, these “special children” could be changed to be normal ones.

Family is a warm fleet for all the people. The children of institute hope to get a warm family rather than others. The institute has made more than 700 children return home and get the warmth from family , and have a happy life of normal children since 1994 by developing internal adoption and international adoption.

The institute will serve for all the disabled children in the institute and community according to the requirement of “basic standard of Children's Social Welfare Institute” in the following work. They will make great efforts to make the institute become the adoption centre of orphans and abandoned children, the recovery centre of disabled children, the shelter centre of waifs, the service and community centre of foster families, and contribute for the work of children's welfare.
